Ayako Gotokuji is the beautiful and intelligent mayor of Goatham City. She has been working as a troubleshooter under the guise of La Madame, following a top-secret request. One day, Ayako receives a request from a man named Saruwa to avenge the murder of his younger brother by a shadowy organization called the Anti-Dogs. Feeling sympathy, Ayako transforms into La Madame and infiltrates the Anti-Dogs' hideout, but it turns out to be a trap set by Wanizaki, the boss of the Anti-Dogs, to intentionally bring her into contact with Saruwa and lure out La Madame in order to eliminate her!
