Female doctor Arashiyama Risa fights villains every day as Raystorm, a warrior of light. When she hears rumors that a patient has been disappearing alone at a certain local hospital, she enlists the help of the hospital director, an acquaintance of her late father, and goes undercover under the pretext of training. There, she witnesses a scene in which patients are being abducted and used for human experiments.
